After asking about it over on the dart forum, sewa-darts.com, I got a reply from one of the ADO top 25 that goes as follows:

As this is a WDF event Why did Gary Mawson and Jim Widmayer compete as they are PDC member's.

Yep, I thought that was the case as well. I think I'll do some research and see if I can figure this out...
